Last chance to respond to the consultation on the proposed expansion of the Ultra-low Emission Zone (ULEZ) to cover all of Greater London

The Mayor of London is proposing that the existing ULEZ be hugely increased, covering all of Greater London - to come into effect on 29 August 2023. ULEZ rules impose a daily charge of £12.50 for all vehicles that do not meet its emission standards.

The consultation to gauge public opinion closes on Friday 29 July 2022.

Responses to the consultation can be by questionnaire or separate submission. For more details, go to:

How will the expanded ULEZ affect me?

For Elmbridge residents the ULEZ boundary will be very close (see map below). So car journeys to Hampton Court, Kingston, Surbiton, New Malden, Tolworth, Chessington and Heathrow would all involve entering the zone.

If you need to do so, the next question is - will my car meet ULEZ standards? In general it will, provided :

  • it's a petrol car registered after 2005 (some earlier ones also will)
  • it's a diesel car registered after September 2015

To check if your car meets ULEZ standards, go to:

For those whose car does not meet ULEZ standards, a scrappage scheme will be introduced to help them upgrade to a newer car; but this applies only to residents of Greater London, not to those immediately outside.

Although the aim of improving air quality in Greater London is a worthwhile goal, there are numerous issues involved with the current proposal, especially in the way it will affect residents immediately outside the expanded ULEZ. Elmbridge Borough Council Leader, Chris Sadler, has written to the Mayor of London outlining our council's concerns, and suggesting improvements which would make the scheme more acceptable.
