... and my own, after a quick look through the docs, is that while it is not to my personal taste, this looks at first sight like a reasonable application within the planning guidelines.

It's a box with windows. Not a design with any architecural merit in my opinion.
A missed opportunity to build something contempoaray and stunning but I guess that costs more and so returns for developer eroded.
Shame.
